Background of the Study
Big data analytics has emerged as a transformative tool in public policy, enabling governments to process and interpret vast amounts of information for more informed decision making. In Nigeria, the rapid digitalization of economic and social activities has generated a wealth of data, creating opportunities to improve policy formulation, implementation, and evaluation (Chinonso, 2023). Big data analytics allows policymakers to identify patterns, forecast trends, and tailor interventions to specific community needs. By harnessing real-time data from various sources—such as social media, transactional records, and sensor networks—government agencies can develop more responsive and adaptive policies that address contemporary challenges.
The application of big data analytics in public policy in Nigeria has the potential to revolutionize traditional decision-making paradigms. This approach facilitates a shift from reactive to proactive policy measures, allowing authorities to anticipate and mitigate issues before they escalate. Moreover, big data analytics can enhance transparency and accountability, as data-driven insights provide clear evidence to support policy decisions (Okoro, 2024). Despite these advantages, the effective use of big data in public policy is contingent upon the availability of robust technological infrastructure, skilled personnel, and sound regulatory frameworks. In Nigeria, challenges such as data privacy concerns, limited access to quality data, and technological constraints can hinder the full realization of big data’s potential.
Recent initiatives by government agencies and private stakeholders have focused on improving data collection and analytics capabilities. Efforts to establish centralized data repositories and training programs for public officials have shown promise, yet significant gaps remain. The integration of big data analytics into public policy processes not only requires technical investments but also a cultural shift toward valuing empirical evidence in governance. This study seeks to evaluate the role of big data analytics in enhancing public policy in Nigeria by examining its impact on policy outcomes, identifying implementation challenges, and recommending strategies to overcome existing barriers.
Statement of the Problem
Despite the potential benefits of big data analytics in public policy, its integration into Nigerian governance has been slow and uneven. A critical problem is the fragmented nature of data sources across different government agencies, which leads to inefficiencies in data consolidation and analysis (Afolabi, 2023). The absence of standardized protocols for data collection and management further complicates the effective use of big data. Moreover, technical challenges such as inadequate infrastructure, limited computational resources, and a shortage of skilled data scientists impede the full exploitation of big data in policy contexts.
Furthermore, privacy concerns and ethical issues associated with big data analytics present significant hurdles. Inadequate regulatory frameworks and a lack of public trust in government data handling can result in resistance from citizens, thereby limiting the availability of comprehensive datasets needed for robust analysis (Ibrahim, 2025). The challenge is compounded by the rapid pace of technological change, which often outstrips the capacity of government institutions to update policies and systems accordingly. Consequently, while big data analytics holds great promise for enhancing public policy, its current implementation is marred by operational inefficiencies and regulatory ambiguities.
This study aims to investigate the extent to which big data analytics enhances public policy in Nigeria, focusing on the barriers that prevent its effective utilization. By examining case studies and interviewing key stakeholders, the research will identify best practices and areas for improvement. The ultimate goal is to provide policymakers with actionable recommendations that can foster a more data-centric approach to public governance, thereby improving policy outcomes and citizen satisfaction.
